These veiled doll were sold in the Souqs of Sanaa, old city. The idea behind might be similar to that of the Syrian/Gulf "Fullah" - the veiled Barbie version: Offering kids a doll that wears clothes familiar to them. It could also just be a souvenir for kids from outside of Yemen, who are not familiar with Yemeni traditional clothing.
