This woman lacked a face until someone draw her eyes, a nose and a mouth. It advertises fashion and accessories for Muslim women sold in a shop on Sonnenallee in Berlin Neukölln.
Although the shop is not clearly identifiable with a distinct religious outlook, displaying images of men and women without showing their faces is most likely related to rather strict Sunni positions. There is very few examples of face-less models in Berlin Neukölln -- and it seems there was no objection against the drawn features.
