In this case, we have a special model of the widespread manual carpet cleaner. This cleaning device works by pushing it across the carpet. The little brushes will "throw" dust and particles into the covering case which can then be opened and cleaned. This covering case here is modeled after the Volkswagen Beetle - rarely ever seen in Syria, where I found this item.
