The specific design of the numerous little Hand (al-kaff) symbols remind of the in Morocco widespread stencils for Henna tattoos. Although protective symbols may be placed on liquid containing vessels to transmit divine blessing (baraka), this seems not likely for a cleaning bucket. I suppose in this case, the symbol has become a design rather than a symbol with religious content as can be seen in this entry.
